In this connection it is intimated that unit has granted Consent to Establish for expansion through OCMMS vide No. HSPCB/Consent/ : 313093417REWCTE4101492 Dated:15/05/2017.Now unit has applied first time after expansion and CTO case is pending on OCMMS as inspection of the industry will be carried out to check the status regarding installation of pollution control measures/devices as per scheme submitted by the unit at the time of obtaining the CTE as per policy order dated 24.02.2016. Therefore, Permission from Competent Authority may be sought to inspect the unit.

Permission for inspection of the unit may be granted to RO/ FO for processing the consent case as requested by RO in view of inspection policy of the Board and RO will submit the comprehensive inspection report on prescribed proforma and report on compliance Status regarding installation of all the required pollution control measures proposed by unit at the time of obtaining CTE and Comments on their structural adequacy alongwith report on Compliance of conditions of CTE .

Permission granted for inspection as proposed

In this connection, it is submitted that unit is engaged in the manufacturing of Zipper by way of using Zinc ingots as raw material & obtained CTO under Water Act / Air Act / Authorization under HWM Rules. Unit was obtained CTE for expansion for using recycling of Zinc scrap and plastic waste as raw material for its final product vide No. HSPCB/Consent/313093417REWCTE4101492 dated 15.05.2017. Unit has applied CTO after expansion under Water Act / Air Act / Authorization under HWM Rules for the period 15.05.2017 to 30.09.2021 and deposited necessary fee as per schedule. Unit has visited on 02.06.2017 for the purpose of grant of registration for actual users under the provision of Hazardous waste & Other waste Rules, 2016 & registration for recycling of plastic waste under Plastic Waste Management Rules, 2016 by the concerned officer alongwith Regional Officer as per inspection policy of the Board. Unit has installed adequate ETP, STP & APCM, which is capable to treat trade effluent / domestic effluent and air emission generated during the process and as per latest analysis report under Water Act / Air Act parameters are found within the prescribed limit. Unit has adopted environmentally sound technology for recycling of zinc scrap / plastic waste. The application submitted by the unit for registration for actual users of Hazardous waste or other waste under H&OW (M&TM) Rules, 2016 and for registration under Plastic waste Management Rules, 2016 sent to Head office as per prescribed performa on hard copy. Photocopy of the same is enclosed as Annexure-I. Unit has installed adequate pollution control devices to control air emission generated during plastic waste processing. Unit is complying under the provision of Water Act / Air Act / H&OM (T&M) Rules, 2016. This CTO is recommended for grant for the period 15.05.2017 to 30.09.2021 under the provision of Water Act / Air Act and Authorization under Hazardous & Other Waste (Management & Transboundary) Rules, 2016 for storage of ETP sludge (Category-12.8) or waste oil (Category- 5.1) from the DG set for the period 15.05.2017 to 30.09.2021 is recommended for grant for the purpose of obtaining registration for recycling of Zinc scrap under H&OW (T&M) Rules, 2016 and for obtaining registration under Plastic Waste Management Rules, 2016, with usual and specific condition that:- 1. Unit will comply all the provisions of Plastic waste management Rules and HWM Rules. 2. Unit will operate & maintained pollution control devices regularly as proposed to meet the prescribed standards under EP, Rules, 2016. 3. Unit will comply with the Guidelines / SOP issued by CPCB for utilization / recycling of Zinc scrap and plastic waste and will operate & maintained all pollution control devices regularly and measures and arrangement regularly as per Guidelines / SOP issued by CPCB for utilization / recycling of these waste under HWM Rules and Plastic waste management Rules. 4. Unit will submit analysis report under Water Act / Air Act / Monitoring report under Noise & other applicable reports within 3 months. 5. This Consent to operate shall be supersession to the already issued CTO vide no. HSPCB/Consent/ : 313102616REWCTO3368410 Dated:07/11/2016 for the period 1.10.2.2016 to 30.9.2021 under Water Act/Air Act and authorization issued vide No. HSPCB/Consent/ : 313102616REWCTOHWM3368410 Dated:07/11/2016 for the period 1.10.2.2016 to 30.9.2021 under H& OW (M&TM) after obtaining registration under H&OW (T&M) Rules, 2016 and under Plastic Waste Management Rules, 2016

As recommended by RO, consent to operate under water act ,air act and authorisation under HWM Rules may be granted for the expansion project of utilization of Zinc scrap and recycling of plastic waste, for which CTE granted on 15.5.17, for the period from date of approval of this case to 30.9.2021 with usual terms and conditions specified by the board along with following additional conditions:- 1. Unit will not operate its expansion project till the authorisation for utilisation of zinc Scrap under HWM Rules and registration for recycling of plastic waste under Plastic waste management Rules, is granted from HSPCB . 2.The unit will submit the analysis reports of effluent, air emissions/ noise, from all sources as applicable, with in three months, from the date of issue of authorisation for utilisation of zinc Scrap under HWM Rules and registration for recycling of plastic waste under Plastic waste management Rules and will keep all parameters with in standards prescribed under Environment (Protection) Rules,1986. 3. The unit will submit the Annual Report under HWM Rules by 30th June every year. 4. The unit will submit the Environment Statement by 30th September every year . 5. Disposable and incinerable hazardous waste will dispose off hazardous waste only in TSDF at Pali and recyclable hazardous waste will be sold only to authorized recyclers of hazardous waste. 6. Unit will comply all the provisions of Plastic waste management Rules and HWM Rules. 7. Unit will comply with the Guidelines / SOP issued by CPCB for utilization / recycling of Zinc scrap and plastic waste and will operate & maintained all pollution control devices regularly and measures and arrangement regularly as per Guidelines / SOP issued by CPCB for utilization / recycling of these waste under HWM Rules and Plastic waste management Rules. 8.Unit will apply for renewal of consent/Authorization at least 90 days before expiry date of the consent/Authorization.

Recommended for grant of consent to operate the unit funder the provisions of Air and Water Acts and authorization under HWM Rules for the expansion project of utilization of Zinc scrap and recycling of plastic waste, for which CTE granted on 15.5.17, for the period from date of approval of this case to 30.9.2021 with the conditions applicable, as proposed.
