HO Level Case : The unit is involving in Aluminium extraction from scrap using oil fired furnace and mfg Aluminium alloy Ingots and falls in orange category has applied for regular consent to operate under Water, Air Act & Authorization under HWM Rules for the period 01-04-2017 to 31/03/2019. CTO under Water Act, Air Act & authorization under HWM Rules upto 31-03-2017 has already been granted to the unit, now unit has applied on 17/03/2017. The unit has already deposited upto date CTO fees under Water & Air Act alongwith 200% of Rs. 32000/- and consent fees of RS. 40,000/- . The unit is not generating/discharging any trade effluent. Sample of air emissions as per latest A/R of air emissions, parameters are within limits (copy enclosed). Unit has provided APCM for the furnace which is structurally adequate and functioning properly.The unit has also submitted the CA certificate of Rs. 4.88 Crore having land area more than 01 Acre. The unit has also submitted the copy of noise monitoring report of DG set and agreement with registered oil recycler. The unit is generating HW i.e. used oil from DG sets and provided storage facility for the HW within the premises & which is adequate. The unit has also submitted copy of annual report under HWM Rules for 2017-18 in hard copy in this office. The unit has provided canopy on the DG sets & noise monitoring report is attached herewith. In view of above facts, this CTO case may be decided at HO level so it is recommended that the consent under Water Act, Air Act & authorization under HWM Rules for the period 01-04-2017 to 31/03/2019 may be granted to the unit with general terms & conditions.

As reported by AEE-I, unit has installed the wet scrubber for the furnace. The undersigned, under the powers conferred by the Government of Haryana, vide its order No. 2/13/2016-1 Env dated 19.06.2017, approves the proposal for grant of consent to operate the unit under the provisions of Water and Air Acts, with the terms and conditions applicable, as proposed. RO is directed to issue the consent for the same and (without closing the application) resubmit the proposal for authorization under HWM Rules again for approval by the competent authority.
