In this connection it is intimated that unit has granted Consent to Establish through OCMMS vide No. HSPCB/Consent/ : 2805916REWCTE2943032 Dated:04/04/2016.Now unit has applied first time and CTO case is pending on OCMMS as inspection of the industry will be carried out to check the status regarding installation of pollution control measures/devices as per scheme submitted by the unit at the time of obtaining the CTE as per policy order dated 24.02.2016. Therefore, Permission from Competent Authority may be sought to inspect the unit.

As proposed please grant permission for inspection as per policy.

Permission for inspection of the unit may be granted to RO/ FO for processing the consent case as requested by RO in view of inspection policy of the Board and RO will submit the comprehensive inspection report on prescribed proforma and report on compliance Status regarding installation of all the required pollution control measures proposed by unit at the time of obtaining CTE and Comments on their structural adequacy alongwith report on Compliance of conditions of CTE .

1) Whereas you have not submitted/furnished following detail in The application form - detail regarding, if location satisfy the requirements under relevant Central/State Government notifications on ecologically fragile area etc., In the column of WASTE WATER ASPECTS-Water consumption, Source of water supply along with Name of authority granting permission if applicable, Water Treatment Details, Waste Water Discharge/Disposal Details, Quality of untreated/treated effluents, In the column of Fuel Consumption, in the column of detail of stack ,Detail of Hazardous Waste under H & OW (M&TM), rules and in the column of ADDITIONAL INFORMATION- none of the relevant information submitted. 2) Whereas you have not submitted copy of Membership/agreement made with approved facility for disposes of ETP sludge/ waste oil under the provision of H&OW(M&TM), Rules 2016

In this connection, it is submitted that unit will engaged in the manufacturing of MFG OF Automobile Light by way of using Plastic Granules as raw material. Unit has applied CTO first time for one years under Water Act / Air Act for the period 1.8.2017 to 31.3.2018 and deposited necessary fee as per schedule. Unit has installed adequate ETP, STP, which is capable to treat trade effluent / domestic effluent. Unit has submitted copy of acknowledgement made with approved facility for dispose of HW under the provision of H&OW(M&T) Rules, 2016.Unit is complying under the provision of Water Act / Air Act / Authorization under HWM Rules. Unit has not started the production yet.Keeping in view of above, it is recommended that Consent to operate ( Green category)under the provision of Water Act, Air Act for the period 1.8.2017 to 31.3.2018 be granted to the unit with usual terms & condition as per policy of the Board and with the specific condition that unit will submit analysis report under Water Act / Air Act / Monitoring report under Noise & other applicable reports within 3 months. .

As recommended by AEE,Consent to operate ( Green category)under the provision of Water Act, Air Act for the period 1.8.2017 to 31.3.2018 be granted to the unit with usual terms & condition as per policy of the Board and with the specific condition that unit will submit analysis report under Water Act / Air Act / Monitoring report under Noise & other applicable reports within 3 months.

Actual status regarding requirement and installation of APCM not submitted as status of APCM is given in the verification report as installed whereas in the inspection report it has been mentioned that APCM not required. Further in the verification report the quantity of trade effluent has been shown as 1 KLD whereas in the inspection report it has been shown as 9.6 KLD respectively which is contradictory which also need clarification. Re-examine and process the case covering the above observations immediately.

As per observation from Head office Pointwise reply is as under:- 1)It is submitted that there is no stationery source of air emission except DG set having acoustic enclosure and stack installed on DG set as APCM. Further, status of APCM given in verification report is for only stack of DG sets which is used as APCM on the DG set not. Hence,considered for the same purpose only. 2)Regarding, verification report the quantity of trade effluent has been shown as 1 KLD whereas in the inspection report it has been shown as 9.6 KLD, it is submitted quantity shown of trade effluent as 1 KLD in the verification report is correct and the quantity asked 9.6 KLD in Inspection Note is for Boiler/ Cooling purpose not it shown as trade effluent quantity, Please. Keeping in view of above, it is recommended that Consent to operate ( Green category)under the provision of Water Act, Air Act for the period 1.8.2017 to 31.3.2018 be granted to the unit with usual terms & condition as per policy of the Board and with the specific condition that unit will submit analysis report under Water Act / Air Act / Monitoring report under Noise & other applicable reports within 3 months

The case is still incomplete due to the following reasons/shortcomings: 1. There is abnormal delay of more than 07 months in processing the case which need explanation. 2. Not reported if unit has applied separately for grant of authorisation under HWM Rules, 2016. In view of above, case is again referred back for compliance of above observations and to resubmit the complete case with reasoned recommendation .

You are directed to explain the reasons for delay as already directed through Hard Copies and also submit the case keeping in view of above of observations of SEE-I.

Keeping in view of above, it is recommended that Consent to operate ( Green category)under the provision of Water Act, Air Act for the period 1.8.2017 to 31.3.2018 may be granted to the unit with usual terms & condition as per policy of the Board and with the specific condition that unit will submit analysis report under Water Act / Air Act / Monitoring report under Noise & other applicable reports within 3 months.
