Process case and submit report.

The following observations has been observed during the process of application i.e : 1 not running schedule of the unit . 2 not submitted the detail of air pollution control measure adopt. 3 not submitted the fresh sample report under air act . 4 not submitted the consent fee as per policy of the board.5 Not submitted the detail of consent fee. 6 not submitted the sample report of d.g set .7 complaint against unit regarding the odour problem and air pollution is regularly recived from the nearby village- taber. MAY ISSUE SCN FOR REFUSAL PLEASE.

Respected Sir, the point wise reply is as under:- 1. Our running schedule from 9 AM to 6 PM. 2. We have already installed APCM. 3. Fresh sample report uploaded in documents. 4. We have submitted consent fee as per policy of the board already upload. 5. We have submitted consent fee Rs. 30,000/- as demand draft. 6. We have uploaded fresh sample report of D.G. Set. 7. The complaint received from near by village Tabar has been sorted out the letter dated 03.10.2016 we have deposited hard copy in your office. 8. We have applied under Hazardous waste rules. Kindly grant us consent to operate.

The unit has not submitted the detail of quantity of hazardous waste and detail of the disposal of the same. May issue SCN for refusal pls.

The unit has installed effluent treatment plant and submitted the sample report from the private lab same is not acceptable as per policy of the board dated 24.02.2016 .The first sample will be collected by the HSPCB.In view of the facts it is requested that permission for inspection of the unit and collection of effluent sample may be obtained from the authority .Further show notice may be issued to unit to submit the compliance of the Standard operating procedure.

Process case only for one year with the condition that unit will got tested the water sample from boards lab and submit A/R within 90 days as per the policy of the board. Clarification issued to unit for submitting the compliance of the Standard operating procedure prescribed by CPCB for the pyrolysis units.

The said unit has installed effluent treatment plant as per the SOP of CPCB therefore board has to collect the 1st sample as per policy. So necessary permission for inspection as well as for collection of sample may kindly be granted.

Clarification on the following observations be given to process the case further to higher authority: 1. From previous application details it reveal that this is an old unit and covered under HWM Rules and require prior authorization for utilization of hazardous waste but has never obtained authorization. This type of unit also require to comply with SOP issued by CPCB wrt manufacturing process, pollution control measures and arrangements, procedures etc. for which no report submitted. 2. It is not clear why the sample to be analysed is ist. sample and why the unit was not having installed the ETP previously. 3. Inspection report not attached.

For reply of the queries.

The point wise reply is as under:- 1. Earlier the pyrolysis plant are not covered under the hazardous waste after receiving directions from the authority the unit has directed to apply under HWTM rules. 2. The unit has directed to submit the compliance of the SOP and unit has submitted the compliance in which the Central Pollution Control Board has directed to installed effluent treatment plant as per SOP. Further board has till date not notified any direction for pyrolysis plant, so unit has intalled effluent treatment plant in compliance of the SOP for pyrolysis plant. 3. As per latest policy order dated 24.02.2016 of the board in which it is clear mentioned that the 1st sample will be collected by the Haryana State Pollution Control Board. So for collection of sample and inspection for the compliances as per the directions issued by the CPCB for pyrolysis plant permission is required as per policy order dated 24.02.2016.

The point wise reply is as under:- 1. Earlier the pyrolysis plant is not covered under the hazardous waste rules as the scrubber water is being mixed with the carbon black and further sold to the parties, however after receipt of the directions from CPCB the unit has been directed to apply under HWTM rules. 2. The unit was directed to submit the compliance of the SOP and unit has submitted the compliance report related to the points mentioned in SOP. As per Central Pollution Control Board direction unit has installed effluent treatment plant . Further no particular directions were issued by the board for compliance by the pyrolysis units. 3. As per latest policy order dated 24.02.2016 of the board the 1st sample has to be collected by the Haryana State Pollution Control Board. So for collection of sample and for checking the compliance done by unit regarding the SOP, permission may kindly be granted for deciding the CTO case.

Permission for sampling of effluent/air/noise of the unit and verification of compliance of SOPs, may be granted as requested by RO with the condition that the sampling/ inspection of the unit will not be done by the officer who had done recent previous inspection of the unit, in view of inspection policy of the Board and inspection policy will be complied with strictly by the inspecting officer.

The unit is involved in Tyre Proylysis Plant. The waste tyre fed into the pyrolysis reactor in the absence of oxygen and indirectly heated by using wood in open cabin beneath,under controlled conditions of temp.and pressure.This process creates molecular restructuring of the rubber under pyrolysis process.As a result process generate oil,steel wire,carbon black.Unit has obtained NOC through online. Unit has also obtained trial consent to operate.Unit has submitted complete document required for regular consent to operate. Unit has submitted C.A. certificate .The analysis report under water/air act is within limit. The regional office has raised clarification to unit and unit has submitted the reply same is acceptable.The sample under water was collected on dated 07.06.2017 and found that unit is complying with the SOP guideline. Unit has deposited consent fee of rs 30000 vide dd no. 280035. In view of above facts it is recommended that regular Consent to operate from 01.04.2017 to 31/03/2026 may granted under Water/Air Acts to unit with the condition that unit will operate and maintain their APCM regularly

The laboratory in charge has mentioned that the outlet result are on lower side as compare to inlet. The sample report shows parameters are within limits.

weather ETP installed is adequate to achieve the results as mentioned in A/R.
