The said unit is engaged in cement Blending and covered in red category at Sr.No. 26 as per H.O new categorization order vide no. 546-572 dt.14.07.2016.The cost of project is more than 10 crore.So, the said CTO case can be decided at H.O level as per H.O order no.5814-5839 dt. 02.03.2016.The unit has applied for the consent to operate for the period of 01.04.2017 to 30.09.2018 along with necessary documents. The last consent to operate granted vide letter No. HSPCB/Consent/ : 2776716BHICTO2043447 Dated:17/03/2016 upto 31.03.2017. The unit has provided the adequate STP for treatment of domestic effluent generated from the unit and no trade effluent is being discharged by the unit. Point wise compliance of observations as given below: 1.No such Inspection report is available as per this office record. 2. The said unit generating used oil from DG sets only as HW, for safe & proper disposal of same the unit has made agreement with board authorize recycler (Copy of agreement uploaded) .The unit is generating used oil in small amount so not dispose till date and same stored in closed barrels safely and will be dispose through authorize recycler as per HW Rules. The said unit has cancelled the agreement with GEPIL as not require for disposal of used oil. 3.The said unit has submitted Noise level A/R for DG set of 500 & 600 KVA capacity issued vide no VEL/PN/1703/001,002 dt.28.03.2017 from board recognized lab which are reported within limits prescribed by board. (Copy of Noise level A/Rs uploaded) 4.The said unit generating used oil from DG set only as HW and made agreement with board authorize recycler for its safe disposal. So ,no agreement require with GEPIL . 5.The said unit has submitted Ambient Air Quality (AAQ) A/R of three sites issued vide no VEL/A/1703/001,002,003 dt.28.03.2017 from board recognized lab which are reported within limits prescribed by board. . As directed by HO, Fresh verification report in the new name of the unit i.e. M/s. NUVOCO VISTAS CORPORATION LIMITED (Formarly Ms. Lafarge India Pvt. Ltd.) has now been uploaded. It is therefore recommended that change of name of the unit may be allowed and CTO under water Act, Air Act & HW Rules may be granted for the year 01.04.2017 to 30.09.2018 with the usual terms & condition of the Board as already stands recommended.

As recommended by RO, may if approved, accord the permission to change the ownership and name of unit from M/S Lafarge India Pvt. Ltd. to M/s NUVOCO VISTAS CORPORATION LIMITED and grant the consent to operate under water act ,air act and authorisation under HWM Rules for the period 01.04.2017 to 30.09.2018 in the new name M/s NUVOCO VISTAS CORPORATION LIMITED, with usual terms and conditions specified by the board and recommended by RO with following additional conditions: 1.unit will keep all parameters with in prescribed limits by running and maintaining STP, APCM and Acoustic Measures on DG Sets regularly and effectively . 2. The unit will maintain the record of Haz. waste in form 3 and submit the Annual Report under HWM Rules by 30th June every year. 3 . The unit will submit the Environment Statement by 30th September every year. 4.Unit will deposite balance consent fee if any found due at any stage. 5.Unit will not discharge any trade effluent inside or outside their premises. 6. Used/spent oil will be sold only to authorised recyclers of hazardous waste and no other kind of Hazardous waste will be generated and will comply with the HWM Rules. 7.Unit will apply for renewal of consent/Authorisation at least 90 days before expiry date of the consent/Authorisation.

The undersigned, under the powers conferred by the Government of Haryana, vide its order No. 2/13/2016-1 Env dated 19.06.2017, approves the proposal for grant of consent to operate the unit under the provisions of Water and Air Acts, with the terms and conditions applicable, as proposed. RO is directed to issue the consent for the same and (without closing the application) resubmit the proposal for name change and authorization under HWM Rules again for approval by the competent authority.
