We have submitted compliance report issued by CPCB for pulp & paper Industries on Dec 29-2016. Again it is enclosed herewith for your kind perusal. We have successful in maintaining all the compliance except no discharge in the river.
In this context we would like to inform you that we have maintained discharge norms as per irrigation standard and almost 80% of discharge water has been utilized in agriculture use, when there is no demand of water in irrigation, then only discharge in the nearby drain which is as per CPCB discharge norms.
Regarding fresh water and Air analysis report we have submitted the DD 077044 of Rs. 4500.00 for water and DD No. 077045 of Rs. 2700.00 for Air as sampling fee. Also 1 surprise inspection sample has been taken on dt. 13 Jan-2017 by your department. We will send you the report as soon as it received

The unit has installed chemical recovery system to recover soda ash and same is in working condition. Unit has deposited consent fee for 05 years @ 1,50,000/year. In view of above CTO WATER/AIR/HWM may be granted to the unit for the period 01/04/2017 to 30.09.2017 with the condition that unit will not discharge any kind of treated effluent out side the premises as per CPCB directions if discharge the treated effluent outside the per misses form CPCB may be obtained.
We would like to inform you that being a manufacturer of unbleached Kraft paper we did not use any hazardous chemical nor generate any hazardous waste. Only ETP sludge is generated as solid wastes in process which has good calorific value (around 3200 kcal/kg) and has been used in our multifuel Boiler as fuel along with Rice Husk etc. Test report of ETP Sludge from Central Pulp and Paper Research Institute is attached here it is clearly mentioned that ETP sludge generated by us to be considered as non-Hazardous. To verify whether our Mill generate any hazardous wastes an Audit Assessment of Hazardous wastes (Jan-2010 to Dec-2010) generated at Sainsons Paper Ind. Ltd, Pehowa has been performed by Central Pulp and Paper Research Institute, Saharanpur in the month of Sept’ 2011. They have studied each and every wastes generated in the Mill and concluded that wastes generated by us not Hazardous in nature. Audit Assessment of Hazardous waste is attached for your kind perusal.
By mistake we apply consent to operate under HWM Rules So, it is requested please accept our application for consent to operate under Water & Air Rules only.

As per the feasibility report and documents attached, unit is not utilising the their 100% treated effluent which was required to be complied upto 31.03.2017 as per directions issued by CPCB on 24.02.2015 for the Pulp and Paper Mills but the case has been recommended for grant of consent by RO and no report in this regard has been submitted that need explaination from RO and FO 4. 1. Regarding AAQ Reports no guidelines has been issued from CPCB or HSPCB, So no monitoring system installed. 2. Details of land and affidavit from farmers attached along with for utilization 100% treated effluent for irrigation. But there is no water demand for agriculture purpose in rainy season and lean harvesting season, So 100% treated effluent for irrigation as per CPCB Directions is not possible. 3. A Presentation has been sent to CPCB requesting permission for allow treated effluent as per irrigation standard to discharge in the nearby drain when there is no agriculture water demand. And it was under consideration since april-2017. On the basis of this CPCB Consideration RO & FO recommended our case for your kind consideration and recommended for Grand of Consent to operate. Now CPCB consider our case and letter issue in the name Member Secretary HSPCB vide reference No. B-23012/1/PCI-III Dt. 21.07.2017. letter enclosed for your kind perusal. 4. Inspection report for mandatory inspection has been conducted on 13.01.2017 please attach it if necessary. 5. As a Kraft paper manufacturer no Hazardous chemical has been use in manufacturing process and not generate any Hazardous wastes, So annual report under HWM Rules not required. And we have applied Consent to operate only Air and Water. Environment statement for the year 2015-16 is enclosed herewith for your kind consideration. 6. We have send status report on 14.03.2017 vide our letter no. The point wise reply is as under:- 1. Unit has not installed any D.G. Set, so noise monitoring report of D.G. Set and AAQ not required. 2. Unit have 400 acres of agriculture land for disposal of their treated effluent for irrigation purpose. The near by farmers have made agreement with unit for using their treated effluent and 20 no. farmers submitted their satisfied letters. Further unit has obtained permission for allowing use of their treated effluent for irrigation purpose and discharge near by drain as per irrigation discharge norms from Central Pollution Control Board vide no. Ro has not given his comments on the report of FO as well as compliance report on the CPCB Letter dated 21.7.17 submitted by unit wherein it has been requested to HSPCB to examine the representation of the unit and to ensure that (1) the unit discharge treated effluent into nearby drain only after meeting the effluent discharge standards (inland surface water) prescribed under E(P) Rules, 1986 or as prescribed in the consent to Operate issued by HSPCB, whichever is stringent and (2) HSPCB shall also ensure that the Unit must achieve zero black liquor discharge through chemical recovery process (CRP) as per the CPCBs directions.
In view of above shortcomings, the case is again referred back for compliance of the above observations and to submit fresh reasoned recommendation accordingly.

6. Unit has not use any hazardous chemical nor generate any Hazardous chemical being a manufacturer of unbleached Kraft Paper. Only ETP Sludge generate which has a good calorific value and use as fuel along with Rice Husk. Unit has installed black liquor recovery plant as per CPCB directions. This unit is an paper mill. The CPCB has issued direction on 24.02.2015 under sec 18 of water act, 1974 for pulp and paper mills regarding implementation of "charter for water recycling and pollution prevention in pulp and paper industry" which was required to be complied by 31.03.2017. One of the direction was to treat whole of the effluent and to utilise the same either in the process or for irrigation use.
The unit has got conducted a study and prepared irrigation management plan and report on Feasibility of zero discharge application for their plant from Dr. J.P.N Rai, Professor & head Environmental Science G.B. Pant University of Agriculture & Technology, Pantnagar according to which 75% of their treated effluent can be utilised for irrigation purpose and rest 25% treated effluent is bound to discharge in nearby drain when there no agriculture demand. copy of report has been attached in the note history on 11.4.17. The unit thereafter submitted the said study report along with an request to Member secretary CPCB for getting permission for allowing treated water as per irrigation standard to discharge nearby drain when there no agriculture demand. In reference to the said representation of the unit, CPCB vide Letter dated 21.7.17 has requested to HSPCB to examine the representation of the unit and to ensure that (1) the unit discharge treated effluent into nearby drain only after meeting the effluent discharge standards (inland surface water) prescribed under E(P) Rules, 1986 or as prescribed in the consent to Operate issued by HSPCB, whichever is stringent and (2) HSPCB shall also ensure that the Unit must achieve zero black liquor discharge through chemical recovery process (CRP) as per the CPCB directions. copy of said letter of CPCB dated 21.7.17 has been attached in the note history on 31.7.17. From the above letter, decisions of CPCB on the representation of unit, is not clear as on hand CPCB asked HSPCB to examine the representation of unit where as on other hand it has been asked HSPCB to ensure that the unit discharge treated effluent into nearby drain only after meeting the effluent discharge standards (inland surface water) prescribed under E(P) Rules, 1986 or as prescribed in the consent to Operate issued by HSPCB, whichever is stringent. However RO as well as concerned branch in charge dealing with CPCB direction on pulp and paper mills, has been asked to examine the said representation of the unit.
RO has reported that unit has complied with the said CPCB directions 24.2.15, installed online emission and effluent monitoring system and connected to HSPCB and CPCB portal, installed black liquor recovery plant as per CPCB directions and complying the prescribed standards for discharge of pollutants and submitted A/Rs for the same in support of the same. For domestic effluent, RO has reported that with primary ETP, it is being treated in the ETP and finally used for irrigation purpose and as per A/R of the same attached here with it is complying with prescribed standards. For authorisation under HOWM Rules, the RO has reported that unit has been directed to apply for the same on Hazardous waste OCMMS, since unit is covered under HOWM Rules.
RO and FO has again recommended for grant of CTO with the specific condition that unit will not discharge any kind of treated effluent out side the premises as per CPCB directions and shall obtain permission from CPCB for discharge of treated effluent into any water stream before discharging.
In view of above if agreed, Consent to operate may be granted to the unit for the period 01/04/2017 to 30.09.2021 under water act, 1974 and Air Act, 1981, as recommended by RO and FO concerned, with usual terms and conditions specified by the board and recommended by RO along with following additional conditions:
1. unit will utilise the treated effluent in manufacturing process and for irrigation use as per CPCB direction and will not discharge any kind of treated effluent out side the premises as per CPCB directions and if at any stage unit proposes to discharge the same into any drain or any where other then irrigation, then prior permission for the same shall be obtained by the unit from CPCB and HSPCB.
2. Unit will maintain online emission and effluent monitoring system and will keep all parameters with in prescribed limits by running and maintaining pollution control measures/ devices regularly and effectively.
3. Unit will maintain the compliance of CPCB direction dated 24.02.2015 for pulp and paper mills regarding implementation of "charter for water recycling and pollution prevention in pulp and paper industry"
4.The unit will comply with the HWM Rules and obtain the authorisation immediately.
5. Unit will maintain the log book for ETP/STP and APCM regularly and will submit the copy of same to the Board on Quarterly basis.
6.Unit will deposite balance consent fee if any found due at any stage.
7.Unit will apply for renewal of consent at least 90 days before expiry date of the consent.
Further, May if approved, ask RO to examine the representation of the unit as requested by CPCB vide letter dated 21.7.17 referred above for which he has already been asked and also to examine the specific requirement of separate STP and will submit his report with in 15 days.
The undersigned, under the powers conferred by the Government of Haryana, vide its order No. 2/13/2016-1 Env dated 19.06.2017, approves the proposal for grant of consent to operate the unit under the provisions of Water and Air Acts, with the terms and conditions applicable, as proposed
